Health and Safety Guide
Preface

This publication is not all-inclusive but has primarily been developed to assist professional and key volunteer Scouters in locating the guidelines, procedures, and policies developed over the years to ensure the health and safety of participants in the program of the Boy Scouts of America. Most of these guidelines have been in print in one or more publications of the Boy Scouts of America for many years.

This publication is also an effort to standardize these guidelines.

One of the overriding responsibilities of the National Council and local councils is to provide a Scouting environment that is safe, healthful, and free from accidents while being exciting, enjoyable, and helpful in developing mind and body for all participants. This guide is consistent with the Boy Scouts of America's continuing loss prevention program. The responsibility for making it work is shared by each and every Scouter.
